Laura Clarson is the reason the Tioga County Cat Project exists; years ago, she saw the county’s cat population continuing to explode and knew something had to be done. After years of working on smaller TNR projects, she founded the Elkland Cat Project, which transformed into the Tioga County Cat Project in 2020. Outside volunteer work with TCCP and other rescues, she was the manager of Second Chance Animal Sanctuaries in Tioga for five years and has previously worked at other local animal shelters and horse farms. She has extensive training and experience in animal health, is a member of the International Association of Animal Behavior Consultants, and has volunteered with humane law enforcement in the county. Her circus of a fur family consists of six crazy dogs, two horses, six lizards, and a continuous rotation of fosters!

Tammy Jamison - Treasurer

Tammy Jamison is a native of Pennsylvania and came to know and love Tioga County through her husband, Brian, who is from the area. After many years of residing in the Lehigh Valley, they now live along the banks of beautiful Pine Creek. Tammy is a retired healthcare executive who ran a physician and executive recruiting department for many years. She also served on national and local boards throughout her career. Tammy is passionate about animal welfare. She was previously a volunteer at Second Chance Animal Care Sanctuaries, where she helped in the office and looked for excuses to put loving on the animals who had been saved by the organization. It was through Second Chance that she got to the Tioga County Cat Project and found it easy to get behind their efforts.

Jill Hall

Jill Hall moved south to Steuben County, NY, from the state of Maine. She resides on 30 acres with nine (yes, nine!) indoor dogs, eight indoor cats, two grandkids, two parents and a husband. Jill’s passion for animals compelled her to join the Tioga County Cat Project to help prevent the birth of more unwanted cats. When Jill is not tending her animals, family members or volunteering her time as the TCCP secretary, Jill can be found working part-time in the Elkand Borough office. By the way…included in Jill’s menagerie are 15 rescue ducks!

Bob Clarson - Board member

Bob Clarson - yes, Laura's dad (poor guy) - is retired from several law enforcement positions and a lifelong animal-lover. At Laura's insistence, and with a deep belief in the importance of its mission, Bob agreed to serve on the board of the Tioga County Cat Project to help the county's cat overpopulation crisis. As in many rural areas, Tioga County is overrun with homeless cats, and hopefully this project can slow the population growth of the cats without harming them. Bob also very much enjoys meeting people in the community, getting to know them and making new friends wherever he goes.
