The mission of the Tioga County Cat Project is to improve the lives of the people and cats in Tioga County, Pennsylvania through spay/neuter for pets and strays. This reduces cat overpopulation, helps prevent cats and kittens suffering illness or disease, and allows low-income individuals to access services they need to keep their homes and communities healthy without an overpopulation of cats.
Through donations and volunteer work, we are working to humanely control the cat population by providing TNR (trap neuter/spay, return) and spay/neuter assistance to cat owners.
Since starting as an informal program in April 2019, we've fixed over 2,000 cats across Tioga County!
Due to increasing needs in our area, we have now started handling rescues, adoptions, and emergency situations - with dogs too! Watch as we continue to grow to serve our community.

What we do
Coordinate surgery days, locations, and schedules with a mobile low-cost spay/neuter clinic
Trap and transport free-roaming cats to and from clinics at no cost to caretakers
Offer low-cost spay/neuter and vaccine clinic spots for Tioga County residents’ cats
Loan out carriers, traps, and other supplies as needed
Find foster or rescue placement for kittens and friendly cats as resources allow
Provide financial assistance for people getting Tioga County cats spayed and neutered at vet offices
Educate residents about stray/feral cats and how to live with them in harmony
Work with local municipalities to address cat population issues in their township/borough
Refer pet owners to additional programs and resources outside our organization
We have started taking into foster care and adopting out dogs!

Due to increasing needs in our area, we have now started handling rescues, fostering, adoptions, and emergency situations.
Severely injured cats, abandoned kittens, homeless puppies, and even a dog with terminal cancer are some of the animals we have taken into our care. This is all possible thanks to people’s donations and support. Stay tuned to see where we go next!
Why TNR?
TNR stands for trap, neuter/spay, return. It’s been proven over and over to be the most effective and humane way to control cat populations. Some benefits of TNR:
Starts decreasing populations immediately
Decreases fighting, spraying and other nuisance behavior
Decreases disease spread among cats and to pets/people who may come in contact with them
Returning feral/outdoor cats to their original locations deters new, unaltered cats from moving in (this is why euthanasia or relocation do not work)
